2024 Public Services Report of the 'Bilim-Innovatsiya' IT Lyceum-Boarding School, Shchuchinsk, under the Akmola Region Education Department

1) General Provisions
1) Information about the Service Providers:
Municipal State Institution "Bilim-Innovatsiya" IT Lyceum-Boarding School of Shchuchinsk, under the Akmola Region Education Department.
Legal address: 28 Gorny Microdistrict, Shchuchinsk, Akmola Region.
2) Information about Public Services Provided:
The "Bilim-Innovatsiya" IT Lyceum-Boarding School of Shchuchinsk, under the Akmola Region Education Department, is authorized to provide four types of public services.
These services are carried out in accordance with the Law of the Republic of Kazakhstan "On Public Services" dated April 15, 2013.
From January to December 2023, a total of 253 public services were delivered.
Of these, 237 services were provided electronically, while 16 were delivered in paper form.
All public services in the field of education are provided free of charge.

  1. Acceptance of documents and enrollment in educational organizations for training under general education programs of primary, basic secondary, and general secondary education, regardless of departmental affiliation (Code 403003) – 0 cases;
  2. Provision of free and subsidized meals to students and certain categories of students in general education schools (Code 403008) – 0 cases;
  3. Acceptance of documents for transferring children between primary, basic secondary, and general secondary education institutions (Code 403015) – 253 cases;
  4. Issuance of duplicates of basic and general secondary education certificates (Code 803005) – 4 cases. Work to provide accessible and high-quality public services to individuals and legal entities will continue in 2024.
2) Interaction with Service Recipients:
  1. Information on sources and locations for accessing information about the procedure of public service delivery. All necessary information for service recipients is posted in the “Public Services” section of the official website of the Education Department at https://itbil.kz, including the rules for providing public services. Additionally, the public service provision rules are displayed on information boards. Self-service corners are also available.
  2. Information about the public discussion of draft laws and regulatory legal acts that define the procedure for public service delivery.
  3. Activities aimed at ensuring transparency in the public service delivery process (such as explanatory work, seminars, meetings, interviews, and others).
3) Measures to Improve the Public Service Delivery Processes.
  1. Results of Optimizing and Automating Public Service Delivery Processes:
  2. To reduce corruption risks and improve the quality of public services, all preschool and secondary education institutions in the region operate within the unified information system Akmola.kz. This system facilitates the provision of 4 automated public services.
  3. Additionally, since 2020, all educational institutions have been using the system of the Ministry of Education and Science of the Republic of Kazakhstan and the automated information system of the State Administration of the Ministry of Education and Science, where 4 public services are available.
  4. Measures to Improve the Qualifications of Public Service Employees:
  5. In the education sector, two employees equipped with the necessary computer technology provide public services. In 2024, these employees will undergo professional development courses in the field of public service delivery.
4) Monitoring the Quality of Public Service Delivery
Information on Complaints from Service Recipients Regarding Public Service Delivery Issues:
  1. In 2024, no complaints were received regarding public service delivery.
  2. Results of internal monitoring of public service quality:
Monitoring activities were conducted in the educational institution in accordance with the approved plan of control measures concerning compliance with the legislation of the Republic of Kazakhstan in the field of public service delivery. No violations of public service delivery deadlines or unjustified refusals were recorded.
3.Results of public monitoring of public service quality:
According to the results of public monitoring in 2024, no violations of public service delivery deadlines were identified. Preventive measures against violations in the field of public service delivery are being implemented.
5) Further Efficiency and Prospects for Increasing Service Recipients’ Satisfaction with the Quality of Public Service Delivery
To increase service recipients’ satisfaction and improve the quality of public service delivery, the plan for monitoring compliance with the legislation of the Republic of Kazakhstan for 2025 has been approved.
In 2025, the Education Department and subordinate organizations will continue their work to provide individuals and legal entities with accessible and high-quality public services.
